METHODOLOGY

How This Research Is Built

Every investor-residency approval in Brazil is published in the Diário Oficial da União (DOU), the country's official federal gazette. StartBrazil reads these publications and records each approval as it appears — the pathway used, the applicant's nationality, and the legal basis cited in the decision.

Approvals are classified into Brazil's three investor-residency pathways: the startup investor route (RN 13/2017, Art. 3), the company investor route (RN 13/2017), and the real estate investor route (RN 36/2018). The dataset runs from 2018 through Q2 2026. In 2025 alone, Brazil approved 516 investor residencies for applicants from 45 countries — 273 through real estate, 239 through company investment, and 4 through the startup route.

Because the dataset is built from primary government records rather than surveys or estimates, it covers every approval Brazil granted — not a sample. We update it as new decisions are published and use it to answer practical questions: which nationalities use which pathway, how approval volumes are trending year over year, and where each route fits.

ABOUT THE RESEARCHER

The Researcher Behind the Data

Daniel Atz, founder of StartBrazil and lead researcher
StartBrazil's research is led by founder Daniel Atz, an entrepreneur and researcher with nearly a decade of experience in global mobility, investment migration, and citizenship strategy.
A dual U.S.–Luxembourg citizen, Daniel has lived in eight countries and speaks five languages, including Portuguese. His work sits at the intersection of migration policy, data analysis, and cross-border strategy.
He is known for producing data-driven studies in the space, including research on dual citizens in Brazil that was covered by major Brazilian media outlets, and he is regularly cited in international media on dual citizenship, global mobility, and migration trends.
In February 2026, Daniel secured Brazilian permanent residency through the startup investor pathway — one of the 19 startup-route approvals since 2021. That firsthand experience is what led him to build the dataset behind this research.
