The Three Pathways

In 2024, real estate reached 59% of all approvals.

Brazilian law offers foreign nationals three routes to residency by investment. They share an underlying legal framework but diverge sharply on cost, outcome — and who actually uses them.
Real Estate Investor
(RN 36/2018)
USD 190,000
≈BRL 1,000,000
Buy qualifying property in Brazil. Receive a 4-year temporary residency, then convert to permanent afterwords if you continue to meet the criteria.
264 approvals in 2024 — more RE approvals in 2024 alone than in 2019–2022 combined.
Company Investor
(RN 13/2017)
USD 95,000
≈BRL 500,000
Invest in a Brazilian company. Receive permanent residency immediately, provided capital stays active for three years.
180 approvals in 2024. The route's best year since 2019 — the base the 2025 China surge built on
Startup Investor
(RN 13/2017 ART 3)
USD 29,000
≈BRL 150,000
Invest in an innovative Brazilian startup. Receive permanent residency immediately — the same outcome as the BRL 500,000 company pathway, at less than a third the cost.
2 approvals in 2024 — unchanged while every other record fell.
Approvals by pathway in 2024. Company-route registrations: Ceará 48, São Paulo 42, Rio Grande do Norte 21, Bahia 20 — real-estate approvals publish no state in the DOU.

France and the United States together represent 31% of all approvals — 69 to 68, the closest #1/#2 finish in the dataset, and the US's fifth consecutive year of growth (14 → 40 → 37 → 56 → 68).
Europeans make up 57% of all approvals overall. The US accounts for 15%. China represents 8% — up 59% on 2023, the leading indicator of the 2025 surge, when it would triple to 103.
